How to Get the Most from Your Partnership with EDEN

In 2024, EDEN provided housing services to 4,128 households / 7,379 individuals. This means that almost 7,500 men, women, and children where not homeless in 2024 because of EDEN's housing programs. And YOU played a role in this terrific achievement by providing housing to our participants. Thank you for partnering with EDEN to provide housing solutions to those experiencing homelessness and housing insecurities!

Because of the vast numbers EDEN serves, we have streamlined our processes so that we can work with you faster and make both of our work lives easier. If you know where to go when something comes up, you will be able to provide us what we need so we can process your request as soon as possible.

For example, one the most important things we do is get you your rent payments on time. However, if we don't have the completed forms we need, we cannot process your payments. The following items must be received by EDEN before checks can be issued:

  • Signed W9 form
  • Signed HAP contract form
  • Signed Lease which matches the RFLA
  • Filled out ACH/Direct Deposit Form.
  • Voided check/Notification from the bank verifying the banking information
  • Certificate of Occupancy or rental registration (optional for Rapid Re-Housing).

When these documents are received, staff will input the items into our property management software to process rent payments. If any of the above items are missing, we are not able to proceed.

Another example: If you have not signed up for direct deposit, you will receive a bank check through the US mail (which can lengthen the time between when the check is cut and when you get your payment). You can sign up for direct deposit by completing this form and sending it to EdenLandlordInfo@edencle.org.

How does EDEN determine how much rent should be paid for my unit?

EDEN recognizes the need for Housing Provider partners to remain competitive in the rental market. EDEN also has limitations on the amount of rent that can be approved due to HUD regulations and funding availability. In addition, as an affordable housing agency, EDEN must be conscious of its role in helping to maintain reasonable and affordable rents in our community to ensure costs do not skyrocket and families with lower incomes are still able to afford safe and decent housing.

The Rent Determination Policy determines initial rents as well as rent increase requests for EDEN’s long-term rental assistance programs. This policy does not apply to EDEN's Rapid Re-Housing Program as the RRH Program follows different guidelines for calculating the maximum rent amounts.

What are the inspection requirements when an inspector comes out for the first inspection?

Download the Minimum inspection Standards. This list will give you many of the items our inspectors will be looking for when they inspect your unit.

How quickly is the HQS Inspection completed?

Pending all information is complete on the Request for Lease Approval (RFLA) and the unit is ready for the inspection, the initial inspection can be scheduled/completed within 3-10 business days of EDEN receiving the RFLA. Does EDEN cover additional fees for parking, key deposits, or pet deposits?

No, the tenant would be responsible for paying these fees. Please note: Housing providers cannot require pet deposits for document-supported assistance animals since they are not considered pets by law.

Will you give out my phone number and address to my tenant?

The Housing Provider's phone number will be listed on approval notices that are sent to both client and Housing Provider or designated agent. The Housing Provider's address, however, is not shared with clients.

How do we determine which utilities the tenant pays?

That should be specified in your lease agreement and in the Request for Lease Approval Form.

What if I want to change which utilities the tenant pays?

You must first wait until the current lease agreement has expired. If you want to make changes to the new agreement, talk to your tenant to make sure that you both agree on the changes. If so you, you can make that change in a new lease agreement AND a new EDEN Request for Lease Approval Form. EDEN will also have to run a rent reasonable analysis before any change is approved.

Who does the tenant pay their portion of the rent?

They pay the Housing Provider or designated agent directly.

How soon will I receive payment for my first month's rent?

Payment will be sent within 3-4 business days of our office receiving the passed inspection report.

When should I expect to receive the monthly subsidy payment from EDEN?

Between the 1st and 4th of each month.

Who do I contact if I do not receive a check from EDEN when it is expected?

The initial payment will not be made until the signed Lease Agreement has been received. If you have not received your first rental assistance payment within 30 days of execution of the HAP contract, email EDENinfo@EDENcle.org with the tenant's name and unit address. If you are an existing Housing Provider and your regular check has not been received by the 10th of the month, email EdenLandlordInfo@EDENcle.org with your tenant's name and the unit address. We will respond within 48 hours.

What if my tenant is unable to pay their portion of the rent due to a decrease or loss of income?

Please speak with the tenant. For long-term programs, rent calculations can be re-done by EDEN with proof of loss of income. The tenant needs to notify EDEN of this change and supply proper documentation.

If more information or assistance is needed, you can contact the tenant's Housing Specialist or the Housing Provider Hotline at 216-503-6369 or EdenLandlordInfo@EDENcle.org. They will determine if there are any additional resources or programs available for assistance.

What do I do if there are damages to my property when the tenant moves out?

You will deduct the damages from the security deposit. You must forward to the tenant the documentation and invoices to verify the amount withheld from the security deposit.

If damages exceed the security deposit, please contact the Housing Provider Information Line, 216-503-6369, or email EdenLandlordInfo@EDENcle.org. They will determine if there are any additional resources or programs available.

What if my tenant falls behind on rent?

Please speak with the tenant. For long-term programs, rent calculations can be re-done by EDEN with proof of loss of income. The tenant needs to notify EDEN of this change and supply proper documentation.

What if I want to make changes to our agreement?
